Abstract

Health is a human right to enjoy the highest attainable standard of physical mental health in addition to the contribution of in building human capital which is a prerequisite to achieving sustainable so began research hypothesis that government spending on health has effective role in the progress in achieving the millennium development health and find the path of progress direction of these goals have been caused by the first government spending .
The study was divided into three sections the first section the first section included government spending and the millennium development goals as part of my health either second topic , the reality of government on health in Iraq . The third section deals with monitoring the millennium development goals and health indicators and indications of reality .
The study found number of conclusion and recommendations , the most prominent most public spending goes for operating expenses and do not take a little investment expenditures in addition to the weakness of government spending , which had a decline in the role of the health millennium development goals , the most important recommendations to be giving relative importance to the issue of public health in the preparation of budgets and address the imbalance in the structure of government health spending .
