This research depends on questionnaire that was distributed to a sample of (423) instructors in (26) Colleges at the Universities of Qadissiya and Muthanna. The main focus of this research is to test two hypotheses derived from each three other sub hypotheses. This was achieved by using a set of statistical methods, such as statistical means, standard deviation and percentages, and correlation coefficients and ANOVA. The results extracted were based on statistical program (SPSS, V.20). The research found many conclusions that relate to the existence of positive correlation statistically significant to dimensions of positive psychological capital which can be combined individually with every dimension of innovative performance at varying levels and in different proportions. Moreover, it became clear that the respondents have a desire that departments of colleges would reward creative individuals who overcame the obstacles by exchanging ideas and information that will enable them to develop themselves and their colleges through the achievement of quality innovations. It is recommend that in order to discover the best ways to attract individuals with high leadership qualities that university leaders should develop the mechanisms to attract and retain those individuals through the twinning between universities and international organizations and with the aim of raising the innovative capabilities of teaching staff.
